How to reduce the number of people misusing the [elisp] tag?
I've added the "ONLY" part to the front end of the tag as requested. I believe everything else (updating the placeholder, adding a tag warnings) requires intervention by a SE employee.

why not display the number of upvotes and downvotes Separately?
If you click on the number of votes, it will tell you the number of upvotes and downvotes.

how to redirect questions to other SE sites?
You can Flag the question and then choose "Needs Improvement" from the option list, which will allow you to suggest a different SE site.
